  1. For bodybuilders yes. For athletes not as much. Usually the stimulation from other lifts and drills is adequate or maybe add a little sometimes as an after thought. The time is better spent elsewhere. So to answer your question it isn’t a waste of time if your goal is pretty calf muscles.
